Desktop requirements for accessing the Managed Learning Environment

Required Desktop Specification:

Registration:

  • To register on the managed learning environment you must supply a valid .pnn email address.

IT Managers:

  • The Managed Learning Environment is Security Accredited by NPIA for use on CJX and the Internet
  • The MLE uses automatic email notifications to communicate important information to end users. It is vital that your IT infrastructure allows incoming email from the npia.pnn.police.uk domain. This may be affected by spam filtering software or firewall configurations. Please note that the volume of notifications is governed by MLE usage - no other unsolicited communications are sent out by the MLE.
  • For a redistribution licence to deploy the Flash plugin across a whole force, please see Macromedia Licensing and to keep it secure, subscribe to the Macromedia Security Bulletin from here Macromedia Security. Also note that Flash is part of the government standard for interoperability of IT systems, see Govtalk for more information. We recommend that you use the latest Flash Player and regularly upgrade the player to minimise security risks.
  • Both NPIA and the MPS are registered with the Information Commissioner to handle Educational Data.
  • Security Risk assessments have been produced for Macromedia Flash and Macromedia Breeze, which are available on request.

Developing your own elearning content:

This section explains the minimum requirements that a course needs to meet in order to work within the NCALT Managed Learning Environment (MLE).
  • Client will be able to upload elearning courses and content in the following formats:
    • Macromedia Flash
    • MS Office based formats – Word, PowerPoint etc.
    • Generic documents (text, html, pdf)

    For security reasons the Client should not upload content containing the following:
    • Mobile code - ActiveX, Java Applets, Executable files
    • Scriptable macros – VBScript within Office documents


  • Packaging a SCORM course for SumTotal

  • Each course needs an imsmanifest.xml. The imsmanifest.xml describes the structure of the course and includes details about the course description, course code and title, chapter titles and launch file paths. The SCORM components and the course file should be zipped into one course file.The MLE uses this file to import a course and present its details to the user.

    You can use free software to package up a course and create the imsmanifest.xml file. For further information go to www.reload.ac.uk

  • SCORM Run-time

  • Properly packaged SCORM courses should import successfully, however errors may be experienced at run-time. The course may produce errors and may not track user actions properly if it does not try to save user data by conforming to the SCORM 1.2 requirements.

    The latest requirements document ("SCORM 1.2 Conformance Requirements Version 1.2" at the time of writing) can be downloaded from this URL: http://www.adlnet.gov/SCORM/History/Scorm12/index.aspx. General

  • What is the Managed Learning Environment (MLE)?

    The Managed Learning Environment (MLE) is a web-based system through which NPIA and Police Forces can provide e-learning, blended learning, online forums, course bookings, monitoring, tracking and reporting on learners' progress.

  • How do I access the MLE?

    There are two ways to access the MLE, and you are able to use the same username and password on both sites.
    When you are at the office or station, you are able to access the MLE via the secure CJX network which is available via URL: http://www.ncalt.pnn.police.uk  All content, restricted and non-restricted, can be reached via this URL.
    If you are working from home or anywhere outside the office or station, you are able to access the MLE via the non-secure URL: http://www.ncalt.com  Restricted content is not viewable via this URL.
    Some forces may not be able to access the MLE URLs above due to restrictions on local force rules and IT settings.  If you find that you are blocked access to the MLE URLs for any reason, contact your local force IT department.

  • What is the difference between NCALT and the MLE?

    NCALT is the National Centre for Applied Learning Technologies, who produce both e-learning and immersive learning (Hydra and Minerva) and maintain the Managed Learning Environment, or MLE. This  is  a web-based system through which police officers and staff can manage and access learning.

  • I did not register myself on the MLE, but received an email telling me I have a new account - how did I get this account?

    There are a number of ways you could have been registered for the MLE.  If your force has integrated its HR system with the MLE, you will have been automatically registered.  Alternatively, your training manager may have created you an MLE account to enable you to take part in a blended learning programme.  Please contact your local Domain Administrator for more information, or contact the Service Desk on 0800 692 1122.

  • I do not know my email address how do I find out what it is?

    Contact your local IT contact to discover your work email address.

  • I don't have a .PNN email address, can I still register?

    Yes, you can still register. We will need to assess your application. Please contact Service Desk on 0800 692 1122 for further details and let us know what courses you are interested in and how you heard about us.

Account Management

  • How do I register myself on the MLE?

    If you have a .pnn or police email address you can register on the MLE.  Go to http://www.ncalt.com and click on the 'Start Here' box.  You will be re-directed to the MLE login page.  Click on the 'register now' button and enter your details on the registration form. 

  • What do I do if I have forgotten my password?

    Click on the forgotten password link on the MLE login page.  You will need to know your username or your secure email address.  The MLE will provide instructions on the process to follow so you can reset your password.  Passwords are case sensitive and must contain eight characters, have a capital letter and some numbers.

    Alternatively, call your local domain administrator or the Service Desk who will be able to reset you password for you.

  • What do I do if I have forgotten my username?

    Contact the Service Desk on 0800 692 1122 or ServiceDesk@NPIA.pnn.police.uk.  Please note you will need to verify some security questions before you can be advised of your MLE account details.  Usernames are not case sensitive.

  • How do I register for a course?

    After logging onto the MLE you will be at the Welcome page.
    To register on a course, from the Welcome page, go to the Getting Started heading on the left and click on the link, "search the catalogue".  When the catalogue page opens, type the name of your course or any suitable kewords into the search field. 

    Select your course by clicking on Register. (This enrols you on the course.) Next, click Finish (which adds you to the roster). The course page opens and you will now be able to launch your course by clicking on the green arrow button.

  • How do I print a certificate once I have completed a course?

    A certificate can be printed after you have completed a course. To do this perform the following actions: 
    Go to Learn > Training Schedule.   Select "Completed Activities" in the View options.  Click the underlined name of the course.  When the page opens click on the certificate logo under attempt history.
    This will then open a pop-up window displaying your completed course certificate. Click on the print button on the top right hand side of the pop-up box.

  • What is the difference between restricted courses and non-restricted? And how can I access these courses?

    You can access all courses, including restricted courses, via URL: http://www.ncalt.pnn.police.uk from a secure CJX terminal. (CJX stands for CVriminal Justice extranet.)
    Non-restricted Courses are available over any internet connection, so can be accessed from any terminal or even from home.  You can access unrestricted courses via the URL: http://www.ncalt.com

IPLDP

  • Although using the MLE to track NOS is mandatory, is the frequency of updating the data at the discretion of forces? Can we therefore update after 2 years?

    Tracking of student officer achievement in relation to the NOS, via the MLE, is mandatory. The IPLDP Central Authority has asked for quarterly reports on the data captured on the MLE. Reports will also be provided for individual forces. To enable the reports to be produced forces are asked to update the MLE on a quarterly basis. A timeframe for the reports and when updates are expected will be published. Regular updating of the MLE will also enable forces to monitor their student officers' progress quarterly, rather then wait until the end of two years

  • At what point is a NOS entered as complete?

    When the NOS unit has been assessed and internally verified.

  • Can a force have two assessors for the same student officer?

    Yes, one or more assessors can contribute to the assessment of a NOS if they are qualified to do so and are occupationally competent in relation to the NOS being assessed and trained in the techniques of assessing NOS. In such circumstances it would be advisable to have a designated assessor for the NOS unit who co-ordinates the overall assessment.

  • NVQs are only deemed to be complete after 2 years. Does this mean it is acceptable to update the MLE after 2 years?

    NVQs are not time bound. It will be possible that some student officers complete the NVQs in either less than or more than two years. The MLE system will be amended to record the achievement of NVQ units. Individual NVQ units can therefore be recorded when they have been assessed and internally verified. There will be the caution that they will be subject to external verification. Forces are asked to update progress on NVQ units on a quarterly basis as outlined in answer the first IPLDP question above.

  • Please define assessor, A1, V1 and EV?

    In answering this question it is easier to consider the assessment of NOS and NVQs separately.

    NOS

    Assessor – the person who undertakes assessment of the student officer in the workplace using the NOS. They don’t need the A1 qualification but should be trained in the assessment techniques related to NOS.

    Internal Verifier – the person whose role it is to ensure the quality and consistency of the assessment of student officers undertaken by assessors. They don’t need to hold the V1 qualification but should be trained in the techniques of internal verification.

    External verifiers are not required in relation to the assessment of NOS.

    NVQs

    Assessor – the person who undertakes assessment of the student officer in the workplace using the performance criteria in the NVQ units. They should hold the A1 qualification and be occupationally competent in relation to the units they are assessing.

    Internal verifier – the person whose role it is to ensure the quality and consistency of the assessment of student officers undertaken by assessors. They should hold the V1 qualification.

    External verifier – forces will have to be approved by Awarding Bodies to offer NVQ qualifications. External verifiers are appointed by awarding bodies to ensure that forces are providing and assessing NVQs to a national standard.

  • What is the difference between an internal verifier and an assessor?

    The names are used in terms of the assessment of NOS and NVQs. An assessor, however, requires formal qualifications to undertake the role. The assessor undertakes the assessment of the student officer in the workplace against the criteria within the NOS or NVQ units.

    The internal verifier quality assures the assessments, often of a number of assessors, to ensure that there is consistency in the assessment of student officers. Technical

  • The MLE is not working as I expected. What can I do?

    Some local issues, such as firewalls or other security measures, can cause the MLE to act in unexpected ways.  If you are having problems, contact your local IT department.

  • Why am I getting a web marshal and page cannot be found error?

    A WebMarshall error message implies that you are having a local IT problem or your force firewall may be blocking your access to the MLE.  In order to resolve this, MPS staff will need to contact their IT Service Desk on Met Line 69555.  Other forces should contact their force IT contact.  Please note that this is not an error generated by the MLE or NCALT. 

  • I am trying to self-register a new account, but get an error message saying my warrant number (employment number) is not valid or is already registered. How can this be?

    You may already have an MLE account. Please contact your Domain Administrator as they will be able to confirm your login details for the MLE. If you don't know your Domain Administrator please contact Service Desk on 0800 692 1122.

  • When is the NPIA Service Desk open?

    The Service Desk is available between 8am and 9pm on weekdays only (excluding Bank Holidays). E-mail: Servicedesk@NPIA.pnn.police.uk 24/7.
